New Features
- Resources Section: Introduced a comprehensive Resources section accessible from the sidebar, featuring four content types — Glossary, Reference, Playbook, and Guide. The Glossary supports full CRUD with AJAX search and letter filtering. Reference and Playbook pages support rich text editing via Quill with bleach sanitization on save. The Guide is a read-only section rendered from Markdown source. All content is tenant-scoped, with author-or-admin edit permissions and read access for all users. Categories support deduplication, and path-traversal safety is enforced on Guide chapters.

Bug Fixes
- Fixed a priority scale mismatch between Work Item Templates and Work Items where a WIT value of "Medium" was being copied directly to the WorkItem priority field and resolving as "High." Existing WIT values have been remapped to the correct WorkItem scale (0=None, 1=Low, 2=Medium, 3=High, 4=Critical), with legacy Critical and High defaults clamped to Medium. The WIT admin form and API now restrict default priority to None, Low, or Medium, reflecting the requirement that High and Critical priorities must be set intentionally with a priority reason.
