Bug Fixes
- Fixed a NameError in ticket auto-resolve logic caused by a missing DatabaseError import, allowing the exception handler to catch database errors correctly.
- Fixed the MASTER tenant guard incorrectly blocking read-only billing endpoints such as period_summary. The guard is now scoped to write operations only, allowing read-access API keys from any tenant type to reach billing read endpoints.
